Qantas Freight has developed the required integration after Transport Canada has implemented a mandatory reporting regulation requirement for all shipments travelling by air to/through Canada effective from 1 April 2025. Canada’s Pre-loading Air Cargo Targeting (PACT) program is mandatory for all shipments originating from a non-Canadian port.
Freight Forwarders must provide the required information listed for 100 per cent compliance. Insufficient, incomplete or poor data quality within the required PACT data elements may result in shipment rejection by TC, resulting in delays. A breach in non-compliance with this regulation may also result in punitive damages issued by TC.
The following data elements for MAWB & HAWB are mandatory and must be correct and concise:
- Air waybill number
- Original shipper number
- Original shipper address
- Consignee name
- Consignee address
- Cargo description
- Total number of pieces (piece count)
- Total weight of the cargo
Transport Canada PACT program regulation mandates data reporting before departure from the last overseas port before arrival into Canada originating from a non-Canadian port. The program will be similar to other Pre-Loading Advance Cargo Information in the US and in Europe.
