The Port of Melbourne has released its Draft Port Development Strategy 2055 (PDS 2055), outlining a long-term framework to accommodate forecast trade growth, enhance freight connectivity, and support the transition to a low-emissions future.
The strategy identifies key development priorities to ensure the port continues to operate efficiently and sustainably over the next three decades. These include expanding capacity at Swanson Dock, increasing on-dock rail utilisation, and protecting freight corridors to prevent congestion and inefficiencies as volumes rise.
According to the port, the strategy is informed by stakeholder input and aims to balance commercial needs with community and environmental considerations. The port also flags the importance of longer-term planning for potential operations west of Melbourne, including safeguarding Bay West as a future option to support container trade demand.
Climate resilience and decarbonisation are central to the strategy, which supports the maritime energy transition and outlines steps to manage risks associated with sea level rise and extreme weather events.
The release of the draft marks the beginning of a consultation process with industry, government, and the community. Feedback will be used to refine the strategy before finalisation.
The Port of Melbourne is Australia’s largest container and general cargo port, handling more than one-third of the nation’s container trade. With national freight volumes expected to double by 2050, the strategy provides a roadmap to ensure the port remains a critical part of Australia’s supply chain infrastructure.
Submissions are open until 30 June 2025. The full draft strategy and consultation details are available at: portofmelbourne.com.
